Western Australia will also be welcoming back fully vaccinated students just in time for the first semester of 2022. The state has come up with a Safe Transition Plan which was made after a meeting with different education leaders in Western Australia.
The WA Government will announce the official date of the border opening once the state achieves an 90% vaccination rate, which is expected in December.
WA’s Safe Transition Plan predicts the state opening up its borders by late January or early February 2022, allowing eligible international students to arrive in time for Semester 1 2022 or to begin any required English language tuition or other preparatory courses before Semester 2.
Non double-vaccinated international students will not be permitted to enter WA.

The Transition Plan will bring a small number of students back to WA first, and will slowly increase the numbers: effectively putting WA on the same timeframe as the rest of the international student market in Australia.
International students have always been a dynamic and cherished part of the Western Australian society, offering cultural diversity as well as a wide range of talents and worldwide connections that will help our economy grow. So in preparation for the WA border opening, the WA Government is leading an aviation revival plan to support the return of both international students and tourists to Western Australia.
International arrivals will be required to:
- be double vaccinated from a TGA approved vaccine (for eligible people)
- return a negative PCR test 72 hours before departure
- perform a test as soon as you arrive (to be phased out, pending a review)
- stay for a 14-day quarantine period in a designated facility (if high risk, e.g. unvaccinated people)
